How to track food rule changes

  1. Look at FSSAI's minutes page. It lists the minutes of every Food Authority meeting. Each meeting's agenda and approved changes are written there.
  2. Search FSSAI's notifications list. You can search by food or rule name. Each row shows if it is a draft or a final rule.
  3. Check the PDFs. Every FSSAI notification PDF ends with a line that says when the rule was last amended. This includes both drafts and final rules.

Quick answers

What is the Food Authority and what does its approval mean?

The Food Authority is FSSAI's top board. It approves some changes for a draft notification and some for a final notification. But approval is not yet a rule. A change becomes a rule only when it is published as a final notification.

How many approved changes became final rules?

Out of 41 changes approved for final notification across four meetings, 8 are on FSSAI's list as final rules. These took between 252 and 787 days to appear on the list.

What happened to the 31 food standards changes approved on 7 March 2025?

The only food standards final on FSSAI's list since then is dated 18 July 2025. It names none of the 31. FSSAI often publishes many changes together, so the 31 may move as one batch.

Is the bold per-serve label rule in force?

No final is on FSSAI's list (checked 29 October 2026), 862 days after the approval. The rule was approved on 19 June 2024 and a draft was published in February 2025.

When could a labelling change approved today start?

A labelling change approved today would start at least 365 days after it is published. If it is published after 1 July 2026, it would start no earlier than 1 July 2028. This is according to the FSSAI Office Order of 6 January 2026.

How I did it

I read the Food Authority minutes of the 43rd (2 February 2024), 44th (19 June 2024), 45th (14 November 2024), 46th (7 March 2025), and 48th (15 September 2025) meetings from FSSAI's minutes page. The minutes are scanned pages read by OCR, and every quoted line was checked by eye on the page. One unit is one agenda line the Authority approved for a draft or a final notification that changes a food rule. Deferred and withdrawn lines, ratifications, directions, test methods, licensing and import procedure lines are left out, and so are 5 lines whose stage or content the minutes do not make clear. The 45th approved no such line. I searched FSSAI's notifications list by title and read every food standards draft and final PDF listed after 7 March 2025. Days run from the meeting date to the date on the list. The check is of FSSAI's own notifications list, checked 29 October 2026. Food rules under the food safety law need the Central Government's prior approval and are published in the Gazette, so part of the wait can sit outside FSSAI. FSSAI often publishes many standards changes in one notification, so the 31 may move together as one batch. Lines are not equal in size: one line of the 44th meeting is a package of about 13 changes, while the 46th lists each change on its own line. A few changes appear at two meetings and are counted at both. The Gazette's own site, egazette.gov.in, was not searched. No brands or companies are named; the papers name none.

  • Lines are not equal in size: one line of the 44th meeting is a package of about 13 changes, while the 46th lists each change on its own line.
  • A few changes appear at two meetings (a draft first, then the final), and are counted at both.
  • The Gazette's own site (egazette.gov.in) was not searched; the check is FSSAI's own notifications list and the PDFs.
